作为我国首个区域性自由贸易园区,上海自贸区是我国经济改革的一次新尝试,是本届政府打造中国经济“升级版”的重要举措。但是,最终公布的总体方案体现了多方立场的相互妥协,政策力度低于预期。作为自贸区建设重点的金融改革政策也比较保守,预计区内金融改革的推进步伐不会大幅领先于全国,而将被列为自贸区的远期目标,稳步推进。自贸区建设为商业银行带来难得的发展机遇和全方位的挑战,商业银行需要在业务发展上大胆探索,在管理体制、审批流程、创新机制方面梳理重构,把自贸区作为自身经营管理转型升级的试验田。
As the first regional free trade park in China, Shanghai Free Trade Zone is a new attempt of our country’s economic reform and an important measure for the current government to build an “upgraded version” of the Chinese economy. However, the overall program announced at the end of the year reflected the mutual compromise of the multi-lateral positions and the policy efforts were lower than expected. The financial reform policy, which is the key point for the construction of the FTZ, is also relatively conservative. It is expected that the pace of financial reform in the region will not substantially lead the nation and will be listed as the long-term goal of the FTZ and steadily progressed. The establishment of a free trade area has brought rare opportunities for development and all-round challenges for commercial banks. Commercial banks need to boldly explore business development, sort out and reconstruct management systems, examination and approval processes, and innovation mechanisms, and regard free trade areas as their own businesses Management of experimental field of transformation and upgrading.
