我国低保制度自建立以来经过十余年的发展,已初步达到了应保尽保的目标,但在其实际运行中也出现了退保难等问题。本文从社会政策的角度分析了有劳动能力的人“吃低保”退保难的三点原因,分别是:现有的差额补贴制度无法调动劳动者的积极性;低保制度一揽子保障引起的负激励阻碍了一部分人退保;针对低保人员的就业培训时效性差和再就业福利低也会产生退保难。
Since the establishment of the minimum living allowance system in our country, after more than ten years of development, the goal of ensuring the minimum living allowances has been initially reached. However, such issues as the difficulty of surrender have also appeared in its actual operation. This article from the perspective of social policy, analyzes the three reasons why people who have the ability to work, “eat the minimum living allowance”, and withdraw the insurance. The differences are as follows: The current differential allowance system can not mobilize the enthusiasm of the laborers; Of the negative incentives hinder the retirement of some people; for the minimal needs of employment training, poor timeliness and low re-employment benefits will have surrender hard.
