温总理的“乘除法”

“一个很小的问题,乘以13亿,都会变成一个大问题;一个很大的总量,除以13亿,都会变成一个小数目。”这是国务院总理温家宝2003年11月在京接受《华盛顿邮报》专访时,表述自己执政感受时说的一番话。在紧接着的美国之行中,他又对哈佛大学师生进一步阐述了这一“简单而又复杂的乘除法”。过去25年间,中国经济保持了年均8%以上的增长。尽管遭受“非典”冲击,2003年的国内生产总值增幅仍高达9.1%。中国经济连续20多年的持续高速增长,整个世界都在对这样的“经济奇迹”以及新一届政府一年来的工作实绩赞叹不已。但与此形成鲜明对照的新一届政府总理的冷静思考,温家宝总理的乘除法更是通俗易懂而又寓意深刘,显示出新一届政府对国情了然于胸。应当看到,我国经济高速增长在很大程度上是建立在资源过度消耗甚至 “A small problem multiplied by 1.3 billion will become a big problem. The economy of China has witnessed continuous and rapid growth for more than 20 consecutive years. The entire world is amazed at such “economic miracles” and the performance of the new government over the past year. However, in sharp contrast with the calm thinking of the new government prime minister, Premier Wen Jiabao’s multiplication and division of laws is even more straightforward and more meaningful. This shows that the new government knows all about the national conditions.
