党的十八大报告将“大力推进生态文明建设”单列一章作重点阐述,提出“努力建设美丽中国,实现中华民族永续发展”。党的十八大以来,本市要求“下更大决心抓好生态环境建设”。平谷区也明确提出要牢固树立了“青山绿水就是金山银山”、“建设首都生态强区”的发展理念。2013年和2014年,平谷区四届人大三次、四次会议确定的三项代表议案具有鲜明特点,均把加强生态环境建设作为主要内容。这三项代表议案的形成和办理
