铁路承包以来，资金紧张的状况一直没有得到缓解，而且是日趋严重，直接影响着简单再生产的进行和铁路建设的发展。为此，改革旧的资金管理体制，开展铁路资金融通，吸收社会游资，是提高资金效益，解决资金短缺的一个重要途径。
Since the railway contracting, the state of shortage of funds has not been eased up, and it has become increasingly serious, which directly affects the progress of simple reproduction and the development of railway construction. To this end, reforming the old capital management system, carrying out railway financing and absorbing social hot money is an important way to improve capital efficiency and solve the shortage of funds.
