1997年2月,多边基金执委会第21次会议批准了“中国清洗行业整体淘尖ODS计划(以下简称“行业计划”)研究”项目。项目批准之后,国家环保总局和信息产业部联合成立了“中国清洗行业淘汰ODS特别工作组”; 在“特别工作组”和联合国开发计划署(UNDP)的协调组织下,成立了由北京大学环境科学中心、信息产业部下属研究所及UNDP专家组成的“行业计划”编制工作组。“工作组”进行了ODS清洗剂生产和消费的调查,以及整体淘汰计划的研究。
In February 1997, the 21 rd Meeting of the Executive Committee of the Multilateral Fund approved the “Research on the Overall Amoy ODS Project in China’s Cleaning Industry (hereinafter referred to as” Industry Plan “). After the approval of the project, the State Environmental Protection Administration and the Ministry of Information Industry jointly established the ”ODS Task Force on Phase-out of China’s Cleaning Industry“; under the coordinating organization of ”Task Forces“ and the United Nations Development Program (UNDP), the ” Science Center, Ministry of Information Industry Institute and UNDP experts composed of “industry plan” preparation working group. The Working Group conducted a survey of ODS cleaner production and consumption and a study of the overall phase-out plan.
