20世纪50年代,以新技术群的崛起为核心的科技浪潮,推动了人类社会方方面面的巨大变化,使世界进入了一个崭新的历史时期。在新的历史时期里,如何制定正确合理的政策,抓住时机,在较短的时间里尽快实现现代化,将成为每一个国家急于寻求解决的一个重大问题。而自觉、积极地挖掘国防科技工业的潜力,使国防科技工业系统与国家、社会融为一体,军民结合,并使之转换为国家整体发展的直接动力,这无疑是一条可行的道路。中国的“军转民”正是在这一历史发展过程中,于70年代末作为一个战略性政策提出并实施的。
In the 1950s, the wave of science and technology centered around the rise of new technology groups pushed tremendous changes in all aspects of human society and brought the world into a brand new historical period. In the new historical period, how to formulate correct and reasonable policies, seize the opportunity and realize modernization as soon as possible in a relatively short period of time will become a major issue that every country is eager to find a solution. However, it is undoubtedly a viable road for us to consciously and actively tap the potential of the national defense science and technology industry, integrate the national defense science and technology industrial system with the country and society, and integrate the military with the civilian population and make it a direct driving force for the overall development of the country. It is in this historical development process that China’s “military transfer to the people” was put forward and implemented as a strategic policy in the late 1970s.
