九月初,国家主席习近平在访问中亚四国时提出“新丝绸之路经济带”的概念,这个概念由中国最高领导人在公开的国际场合正式提出,尚属首次。“新丝绸之路”在中国与中亚的交往中并不是一个陌生的概念,曾在外交部任职多年,并做过吉尔吉斯斯坦、哈萨克斯坦等国大使的姚培生向记者回忆,“新丝绸之路是中国在90年代最先提出的。1994年4月,李鹏总理访问中亚四国时提出‘共建现代丝绸之路,扩大亚欧经济文化交流’。当时我也参加了此次访问,做相关文件的准备工作。”当时的姚培生任外交部亚欧司司长。
