面对迅猛发展的信息网络技术和如潮般涌来的文献,各国图书馆都认识到,无论规模多大的图书馆或科学技术水平多先进的国家,都很难对文献信息资源搜罗无遗和自给自足。文献资源的共建与共享已不再是个人或单位的事业,而是国家和社会的事业,国家有责任对文献资源共建共享进行宏观调控,制定相应的法律和明确的政策。只有实现文献资源共享与共建,才能为社会提供充分有效的信息保障,因此各国图书馆界为此目标都在努力研究和实践。而要实现资源共享,学科化服务是图书馆咨询服务的一种趋势和方向,云服务则是资源共建,实现利用新技术新理念提高信息分享和利用率的一种全新变革。
