工业是国民经济中的骨干,没有强大的工业,我国就不能摆脱贫穷落后状态,就不能有巩固的国防和人民生活的改善。特别是工业中的重工业,是社会主义扩大再生产的物质基础,只有重工业的优先发展,才能不断地增长电力、燃料、钢铁和机器技术设备等生产,以供应轻工业、农业、交通运输业各部门的需要,促使工农业不断现代化,促使整个社会生产不断提高。在过去几年中,由于我们重视了发展工业,尤其是优先发展重工业,才在短短几年内,迅速为我们国家打下社会主义工业化的初步基础。为了迅速地赶上和超过英国把我国建设成为具有现代工业、现代农业和现代科学文化的社会主义强国,我们仍然需要大力发展工业,并优先发展重工业,以使生产和制造出更多更好的钢、铁、煤、石油原料和拖拉机、发电机、火车、汽车等现代技术设备,来促进整个国民经济的迅速发展。
