March 3, the United States Environmental Protection Agency (EPA) issued a new standard for vehicle exhaust and fuel quality, requiring the January 1, 2017 onwards, the sale of gasoline in the United States market sulfur content from the current 30ppm to 10ppm. However, the oil refining industry considers this standard impractical and not only difficult to achieve its original purpose but also leads to an increase in carbon dioxide (CO2) emissions from refineries and a sharp rise in oil prices, resulting in a crisis of oil supply.
