一是以目录化管理为基础,清理核实审批事项。将县级行政审批项目精简为189项,镇(办)行政审批事项精简为15项。同时,对承接和调整后保留的县级行政审批项目,逐项核对其设立依据、实施机关和审批权限,在县政府网站和县编办网站进行完整公示。二是以规范化建设为目标,调整优化审批流程。对申请、受理、审批、送达4个环节所涉及的责任单位和责任人、工作步骤、工作内容、办结时限,按时间顺序和逻辑关系整理形成直观形象
