大连市金州区编委会于1988年12月,向各乡镇政府下达了77号文件,将乡镇图书管理员纳入了专职事业编制。三年多的实践证明,设专职有百利而无一弊。据笔者所知,乡镇设专职图书管理员,不只在辽宁省少见,即使在全国,也是凤毛麟角。这不能不说明,金州区委和政府对这个问题的认识上高一筹,行动上先一步。乡镇设专职图书馆管理员在金州区所以能成为现实,关键在领导,领导的关键在认识。县区领导工作千头万绪,不可能对图书馆情况了如指掌,很需要我们做具体工作的同志主动地提供
