信息化条件下局部战争所要达成的高技术优势,单纯依靠军队的高科技系统往往难以完全奏效,必须由军用高技术系统与民用高技术系统共同来支撑。我国必须从建立健全军民结合管理体制、完善法律法规建设、构筑网络体系等方面寻求军民两用技术发展的有效路径。
Under the conditions of informationization, the high-tech superiority to be achieved in the partial wars is often difficult to fully rely on the military’s high-tech systems and must be supported by high-tech military systems and civil high-tech systems. China must seek an effective path for the development of military and civilian dual-use technologies from the aspects of establishing and perfecting the management system combining military and civilian development, perfecting laws and regulations and building a network system.
