围绕“中国第一山”国际旅游区建设,乐山市开始摧枯拉朽,破旧立新,全力冲刺“第一山”。“中国第一山”国际旅游区建设重点电点规划27个项目,总投资48亿元。根据四川省确定的《“中国第一山”国际旅游区规划方案》,“第一山”建设以乐山中心城区“森林在城市中、城市在山水中”和峨眉山“山城一体,环境秀美”的自然特点为依托,以峨眉山——乐山大佛世界文化与自然遗产为核心,加快旅游和城市资源的开发,开成旅游在景区,吃、住、行、购、娱在城市的良性发展格局。2003年,乐山市先后投入2000多万元人民币,对全市各风景名胜区保护、建设、发展和城市发展进行了详细规划,《乐山市旅游发展总体规划》、《乐山市城市发展总体规划》已通过专家评审。去年以来,乐山以大手笔、大动作,加快了建设“中国第一山”的冲刺步伐:投资2亿多元修建乐山大佛景区前山门河堤及生态广场,峨眉山灵秀温泉一期工程,迎宾广场、红珠山宾馆升五星级工程等10个项目,总投资4.78亿元的金顶恢复建设工程将于今年全面完成;乐山市还计划投资20多亿元,加快精品景区建设,改善进出乐山水路、陆路通道,加快建设乐山旅游机场,加大旅游城市环境整治工程。在强化硬件建设的同时,一场整治旅游市场,建设“诚信乐山”的行动也在全市迅速展开。乐山
