本文运用文献研究法、德尔菲法,基于“结构-过程-结果”评价理论,构建了由结构、过程和结果三个一级指标为主要结构的城镇居民基本医疗保险评价指标体系,包括一级指标3个、二级指标6个、三级指标21个。在评价指标权重的确定过程中,将德尔菲法与层次分析法相结合,并运用yaahp 0.5.2软件进行统计分析,最终构建出城镇居民基本医疗保险评价体系。
Based on the theory of “structure-process-result ” evaluation, this paper constructs an index system of evaluation of basic medical insurance for urban residents with the three primary indicators of structure, process and result as the main structure, including literature review, Delphi method, 3 first-level indicators, 2 second-level indicators and 21 third-level indicators. In the process of determining the weights of evaluation indexes, the Delphi method was combined with AHP, and the software yaahp 0.5.2 was used for statistical analysis. Finally, the evaluation system of basic medical insurance for urban residents was constructed.
