According to the spirit of the common program and the actual situation in southwest China, the first plenary meeting of the Southwest Military and Political Committee clearly stipulated that the reduction of rent should be implemented in the southwest region after the autumn of this year, creating favorable conditions for the forthcoming land reform. After the heated discussion, the General Assembly unanimously adopted the proposal put forward by Chairman Liu Bocheng that anti-bullying and rent reduction should be remanded as an important issue in the southwest region
