一九五五年十一月十五日,中華人民共和國周恩來總理接見了以日本拥護憲法國民联合会主席片山哲先生为团長的日本拥護憲法國民联合会訪華团全体团員。周恩來總理和片山哲团長在融洽友好的空气中就促進中日兩國恢復邦交的問題充分地交換了意見,並且根据下述基本精神取得了一致的意見。周恩來總理和片山哲团長一致認为,國家和國家之間应該和平相处,並且应該用和平协商的方法解决彼此間的爭端和懸案,而不应該訴諸武力。坚持和平政策的中華人民共和國尊重日本人民宣佈永久放棄战爭手段的和平願望。中日兩國人民願意保証互相尊
On November 15, 1955, Premier Zhou Enlai of the People’s Republic of China met with all the members of the Japan National Union for the Support of the Constitutional National Federation led by Japan’s supporters of the National Assembly of the Constitutional Nationalism, Mr. Katsuyama Katsuhiro. In a harmonious and friendly atmosphere, Premier Chou En-lai and head of Katsuyama Chusawa fully exchanged opinions on the promotion of the restoration of diplomatic ties between China and Japan and agreed on the following basic principle. Premier Chou En-lai and Prime Minister Katsuyama Chusha agreed on the need for peaceful co-existence between nations and nations and should settle their disputes and overdue disputes by peaceful means and should not resort to force. The People’s Republic of China, which upholds its peace policy, respects the peaceful wishes of the Japanese people to declare their permanent abandonment of the means of war.
