提高小學教師質量,是辦好小學教育的决定因素。解放以來,全省小学教師在黨和政府的領導下,通過歷次社會改革運動的教育和鍛鍊,以及假期的集中學習與經常的在職学習,政治水平与业務水平雖有不少提高,但與當前的工作要求還是不相適應。為了進一步貫徹中央人民政府政務院‘关於整頓和改進小學教育的指示’,使小學教師的質量不斷提高,真正能够担當起培養社會主義社會全面發展的成員的光榮任務,根据各地幾年來小学教師在職学習的情况及存在問題,對加强小學教師在職学習,作如下指示:
