机场起降时刻是一种稀缺资源,其有效管理与协调正在被越来越多的国家和国际组织所重视。几十年来,行政配置手段一直是世界各国普遍采用的机场时刻分配体制,如何解决纯粹行政分配的效率低下问题已经迫在眉睫。本文首先对实践中现行机场时刻的两种配置模式作简要概括,然后围绕机场时刻的性质及权属特征,分别运用稀缺理论、公共选择理论、用益物权理论和可交易权理论对机场时刻市场化配置的理论基础进行阐述,最后得出了四点结论。
Airport takeoff and landing time is a scarce resource, and its effective management and coordination are being valued by more and more countries and international organizations. For decades, the means of administrative allocation has always been the airport time allocation system commonly adopted by all countries in the world. How to solve the inefficiency of purely administrative allocation is imminent. This paper first summarizes the two kinds of configuration modes of the current airport moment in practice and then uses the scarcity theory, the public choice theory, the usufructuary right theory and the tradable right theory respectively to discuss the characteristics of the airport moment and ownership characteristics, The configuration of the theoretical basis for elaboration, and finally reached four conclusions.
