今年秦皇岛市环城绿化规划任务21000亩,市、区两级林业部门领导和广大干部因地制宜地创新造林机制,有力地调动了各个部门及广大群众的造林积极性,实际完成27500亩,完成任务的131%,也带动了其它造林绿化工程的圆满完成,使全市造林绿化工作上了一个新台阶。市委、市政府成立了秦皇岛市城市绿化指挥部,市委书记任政委,市长任总指挥,市委常委、市委秘书长任执行副总指挥,其它有关部门领导分别担任成员,办公室设在市林业局。各区也相继成立了绿化工程指挥部,一把手亲自抓。在工程实施前期,市指挥部多次召集各区委书记,区长及有关部门召开动员会、调度会、协调部署春季造林工作,并出台了《城市绿化工作实施意见》,制定了《城市绿化用地土地流转
