《“十一五”期间国家突发公共事件应急体系建设规划》已由国务院办公厅发布实施,该规划明确要求“各级政府要编制应急体系建设规划,明确实施本规划相关建设任务的责任主体,保障应急体系建设规划目标的实现”。本文结合国家突发公共事件应急体系建设规划的编制工作,谈谈应急体系建设规划的基本定位、编制程序、基本结构与内容,以及规划编制的一些经验与体会,以供编制同类规划时参考。
