我国的经济正在和将要不断地发生重大而深刻的变革,尤其足1992年春邓小平同志南巡重要讲话后.我国经济以惊人的速度进行着前所未有的转型。丽对经济转型时期出现的各种态势,地方人大及其常委会的财经工作应在党委的统一领导下,积极回应这种变革和态势,适应市场经济发展的需求。既应从建立健全法制方面研究问题,还应加强财经工作自身建设,深入调查研究,加大监督力度,发挥自己的功能。人大财经工作的这种功能主要表现在以下五个方面:
China’s economy is undergoing and will undergo major and profound changes, especially after Comrade Deng Xiaoping made an important speech in the southern tour in the spring of 1992. Our economy has undergone an unprecedented transformation at an alarming rate. Under the unified leadership of the Party committees, Li Li responded positively to such changes and situations in response to the various situations that have emerged in the period of economic restructuring. The financial and economic work of the NPC and its standing committees should be responsive to the needs of market economy. We should not only study the issue of establishing and improving the legal system, but also strengthen the self-construction of financial work, conduct in-depth investigations and studies, increase supervision and give full scope to our own functions. This function of NPC financial and economic work is mainly manifested in the following five aspects:
