西藏旅游资源得天独厚,后发优势强劲。为推动西藏旅游又好又快发展,大力促进和谐西藏、和谐社会的构建,从法学视角看,应从以下几个方面做起:树立“依法治旅”理念;抓紧制定实施《民族区域自治法》的地方性法规、规章及条例;加大西藏旅游管理条例的实施力度;加大民族地区旅游法制实施、监督的力度。
