改革的目的就是要适应社会主义市场经济对干部人事制度改革的要求,通过民主公开、平等的竞争方式,来构建干部能上能下、能进能出、充满生机活力的择优用人机制,从而使开创共青团工作新局面的思路和建设一支跨世纪高素质干部队伍的目标,踏踏实实地建立在干部人事管理良性循环的基础之上。
The purpose of the reform is to adapt the requirements of the socialist market economy to the reform of the cadre and personnel system and to establish a mechanism for choosing and employing suitable and competent cadres who are capable of working hard, able to excel and full of vigor and vitality, through democratic and open and equal competition. The idea of creating a new situation for the work of the Communist Youth League and the goal of building a contingent of high-quality cadres across the century have been steadfastly established on the basis of a virtuous circle of cadre and personnel management.
