全球能源问题的紧迫性凸显了国家间合作及能源治理的必要。随着国际能源格局与形势的变化,传统的安全风险正在降低,能源产业的投资安全和能源利用的环境安全问题正在成为全球能源治理面临的最紧迫的议题。在这一变局下,现存能源治理机制自身的缺陷日益显露,加之不同机制间互动不足,能源治理的成效差强人意。为了能够应对全球能源的新挑战,全球能源治理模式要从传统的以国家为中心的治理结构向复杂的多层治理模式转变。在现有能源治理机制基础上,应尽可能吸纳新兴经济体和非国家行为体广泛参与,积极发挥金融工具的作用,进一步健全和加强法制建设,以实现更为公平、高效的国际能源治理秩序。
The urgency of global energy issues highlights the need for cooperation and energy governance between countries. With the changes in the international energy structure and situation, the traditional security risks are decreasing. The issue of investment safety in the energy industry and environmental security in energy use are becoming the most pressing issues facing global energy governance. Under this change, the defects of the existing energy governance mechanisms have become increasingly visible, and the lack of interaction between different mechanisms has made the performance of energy governance unsatisfactory. In order to be able to cope with the new challenges of global energy, the global energy governance model must change from a traditional state-centered governance structure to a complex multi-level governance model. On the basis of existing energy governance mechanisms, we should absorb as far as possible participation of emerging economies and non-state actors, actively play the role of financial instruments, and further improve and strengthen the legal system to achieve a more fair and efficient international energy governance order. .
