依照党章规定,对领导干部实行监督,是机关党组织义不容辞的责任。然而在实际工作中,存在着诸多困难和问题,使监督难以到位,归纳起来,主要存在“三难”。——领导干部接受监督难。极少数领导干部习惯于发号施令,指挥别人,而对党组织的监督难以接受,产生抵触情绪,甚至明顶暗抗。产生这种情况的原因是:(1)权力过份集中。有的单位民主气氛不浓,单位“一把手”说了算现象严重。还有的领导党政职务一身兼,掌管大权,副职靠边站。在重大问题决策上只打招呼不研究,除少数几个“心腹”知晓内情外,其他干部一无所知,导致监督工作无从下手。(2)接受监督意识不强。少数领导干部不愿把自己置身于组织监督之下,甘当“特殊”党员,把机关党组织的监督识作群众品评
