外部因素综合解析平原地区干线公路升级改造,需要考虑的外部环境因素包括区域产业空间布局、城镇体系布局、交通需求分析、其他运输系统等。区域产业空间布局的现状和规划,是准确把握干线公路项目影响区经济社会发展现状及趋势的基础,通过对产业空间布局的分析,可以得出对干线公路建设的需求。中国的经济重心集中在中东部的平原地区,升级改造后的干线公路,要能够适应中东部产业布局的要求。
