为了解决养老保险体系“碎片化”问题,提升统筹层,本文提出了分离资金统筹和待遇统筹的创新思路,认为在现阶段待遇统筹难以实现的条件下,可率先实现资金的全国统筹,并采取“分段计付”的混合养老金计发方式实现养老保险关系的跨地区接续。在政府补贴到位的前提下,构建“基础养老金+个人账户”的农保新模式,采取混合养老金计发办法实现城乡养老保险关系的接续。
