云南省地处横断山脉,高原湖泊众多,湍江急流纵横,水力资源十分丰富。滇池的出水河道螳螂川上,石龙坝河段的落差就达32米,并可将滇池作为天然调节水库,具有修建水电站的优越条件。早在1909年云南的有识之士便开始筹建石龙坝水电站,成立了“商办耀龙电灯公司”,以招收商股来筹集资金。1910年滇越铁路正式通车,打开了云南对外的门户,同年7月石龙坝水电站全面开工。水电坫的工程总负责人为中国技术人员左益轩,聘请德国水机工程师毛士底亚和电机工
Yunnan Province is located in Hengduan Mountains, many plateau lakes, turbulent rapids vertical and horizontal, water resources are very rich.
