按照党中央、国务院和辽宁省委、省政府的统一部署,大连市从1995年开始选派援藏干部对口支援西藏那曲地区索县。索县位于藏北高原的东北部,平均海拔4100米,曾被联合国教科文组织划为不适宜人居的地区。在援藏工作的20年里,大连援藏干部经受着高寒缺氧环境下的身体考验,以穿透岁月的执着和矢志不渝的接力奋斗,与索县人民一道,把一个昔日年财政收入不足10万元的国家级贫困县,建设成了今日财政收入1400多万元的藏北明珠,通过逐步变“输血”
In accordance with the unified arrangements of the CPC Central Committee and the State Council and the Liaoning provincial party committee and government, Dalian City has sent representatives of Tibet cadres to support Suoxian County in Nagqu, Tibet since 1995. Suoxian County is located in the northeastern part of the northern Tibet Plateau with an average elevation of 4,100 meters and was classified by UNESCO as an area not suitable for human settlements.
