案件背景:李卫民当过多年河南省三门峡市市委组织部部长,他的出走和被抓,都和三门峡系列腐败案件有关。2009年,三门峡市查处多起腐败案件——渑池县县委书记仝梦姣因经济问题被“双规”。三门峡市交通局原局长、党委书记单向东,在承揽工程、提拔干部等方面牟利,收受贿赂共计222万元,被判处有期徒刑13年。三门峡市房管局原局长、党组书记黄国华,利用曾担任三门峡市司法局局长、党组书记之便,先后收受贿赂84.8万元,被“双开”并移送司法机关处理。三门峡市交通局原助理调研员田成亮,利用曾担任临(临汾)三(三门峡)高速公路项目办公室副主任职务之便,用欺骗手段,违规报销6.3720万元,被开除党籍,移送司法机关处理。
