当前,我国建筑工程项目管理的总体水平偏低,存在许多问题:一是项目经理部在企业管理中的地位偏低,没有用人权或没有财权,不利于独立、迅速地做出决策,不利于项目管理中的各种目标控制;作为项目的直接实施者和组织者,虽然有丰富的现场施工经验,但大多停留在较低的管理水平上,缺乏先进的管理思想和管理方法,直接影响到项目成本。二是新工艺、新材料的应用不够。一些施工企业为了单纯降低材料成本,盲目地将质量好、性能高但造价偏高的材料排斥在外,不但影响了建筑产品整体质量,也影响了新施工技术和工艺在工程的应用和发展。
