西安市是中国西部地区最大的枢纽型特大城市，也同样被城市交通拥堵问题所困绕。西安市车辆、人口的迅速增加远快于城市道路资源投入增加的速度，这就使得交通拥挤日趋严重。因此，本文对西安市城市交通拥堵问题进行研究，以期为提高城市交通系统效率，缓解城市交通拥堵提供有益的帮助。
