我国已经成为危化品的生产和使用大国。国务院应急管理专家组组长、国家减灾委专家委副主任闪淳昌在危险化学品应急救援研讨会上指出,目前我国城市安全发展与化工行业发展的矛盾凸显,特别是危化品企业呈现出园区化、装置大型化、上下游一体化和产品多元化等趋势,次生衍生灾害或灾害的耦合风险进一步增加。从近年发生的多起危险化学品特别重大事故可以印证。
