目的探讨新形势下基层疾控机构如何克服经费瓶颈,规范内部管理,加大综合目标绩效考核,提升疾病防控的业务能力和经济、社会两个效益,从而有效发挥基层疾控机构预防控制疾病的整体效能。方法结合具体工作实践,归纳总结实际工作中的做法、经验和教训,对有代表性的疾控业务指标和经济指标进行回顾性分析和评估。结果通过强化内部绩效管理,基层疾控机构的业务能力和经济、社会效益显著提升,但对财政经费投入不足的弥补效果有限。结论加强疾控机构内部绩效管理是促进两个效益提升、发挥疾控机构业务效能的有效手段,是补偿经费投入不足的必要措施。
Objective To explore how grassroots CDC can overcome funding bottlenecks under the new situation, standardize internal management, increase comprehensive target performance appraisal, improve operational capability of disease prevention and control and economic and social benefits, so as to effectively exert disease prevention and control of grassroots CDC The overall effectiveness. Methods Based on the specific work practices, this paper summarizes the practices, experiences and lessons in practical work and conducts a retrospective analysis and evaluation on the indicators and economic indicators of CDC. Results By strengthening internal performance management, the operational capability and economic and social benefits of grassroots CDC were significantly improved, but the effect of inadequate investment in financial resources was limited. Conclusion Strengthening the internal performance management of CDC is an effective way to promote two benefits and exert the operational effectiveness of CDC, and is a necessary measure to compensate for the insufficient investment.
