在湖北省181个地、市以上政府部门所属的研究与开发机构中,已经实现事业费自立的研究所有30个,占全国316个事业费自立研究所的9.5%.最近,我们对全省25个事业费自立研究所所长进行了调查,对他们作为科技体制改革的尖兵,率先实现事业费自立的经验进行了总结;同时,对这批研究所不吃“公粮”后存在的问题作了剖析,并与他们一起就如何深入进一步搞好研究所改革问题进行了探讨.
