《中华人民共和国统计法》的诞生,标志着我国统计工作结束了长期人治的历吏而迈进了法治的轨道。回顾与反思近年来统计法制工作实践,统计部门的执法是具有一定成效的。统计法制观念逐步增强,统计违法现象得到抑制,由“人”治逐步转向到法治。当然,统计法制工作仅仅是个起步,还需努力,特别是县级统计执法,更需要探索进取。究竟怎样搞好县级统计执法工作呢,就几年来的工作实践,谈点粗浅的看法。 一、要搞好统计执法,必须坚持法律教育和法律制裁相结合 法律教育是基础,法律制裁是个手段,教育与制裁必须有机地结合,才能确保执法的效力和显示法律的威严。我们知道,在小农经济基础上成长起来的现代中国社会,封闭的自然经济条件下缺乏统
