第一,对少数民族和民族地区给予特殊的照顾,是实现民族平等的客观需要。由于历史、自然等多方面的原因,新中国成立前,少数民族地区生产力水平低下,经济、社会、文化发展相当落后。新中国的少数民族和民族地区经济社会建设,就是在这样极端落后的基础上开始进步。党和政府有责任有义务帮助少数民族和民族地区改变落后面貌,经济发达的民族有责任有义务帮助经济落后的民族,以不断缩小民族之间的发展差距,确保他们得以实现
