乡镇卫生院卫技人力资源是卫生院最基本的要素,是完成各项医疗预防保健任务的基本条件。随着卫生院高年龄,高年资业务骨干的逐步退休,乡镇卫生院卫技人员主要由退休人员的子女顶职补充,而顶职人员多为未从事过卫生技术工作的人员。仅1989年,望城县1959年前参加工作的老职工有87名办理了退休手续,有76名子女顶职,其中有59名系非业务人员,以致造成卫生院业务骨干逐渐减少,非业务人员大量流入,卫生院越来越面临技术素质下降的局面。技术素质的下降,将对医疗服务,群众就医产生极大的影响。群众小病很少上医院,当疾病严重时才上医院治疗,并要求诊断及时,治疗准确,而卫生院技术水平下降,加之本身医疗条件较差,不能满足患者的医疗需求,从而使群众对卫生院的信任度
The human resources of medical and health care in township health centers are the most basic elements of health centers, and they are the basic conditions for fulfilling various medical preventive health care tasks. With the age of hospitals and the gradual retirement of high-grade senior employees, the health workers in township hospitals are mainly supplemented by the children of retirees, while the top-level personnel are mostly those who have not engaged in health and technical work. In 1989, 87 of the old workers who had participated in the work before 1959 in Wangcheng County had gone through the retirement process and 76 children had top positions, of which 59 were non-business personnel, resulting in the gradual reduction of the backbone of the hospital business. With large inflows, hospitals are increasingly faced with a declining technical quality. The decline in technical quality will have a great impact on medical services and people’s medical treatment. The people rarely go to hospitals for minor illnesses. When the disease is serious, they go to hospitals for treatment. They require timely diagnosis and accurate treatment, while the technical level of health centers is declining, and their own medical conditions are poor.
