作爲一項信息公開工作,司法網絡公開改革必須依附於一定的網絡平台,自2005年開始,伴随著司法網絡公開制度的改革,我國法院系統也在不斷地進行網絡平台建設和完善。司法網絡公開改革工作既起步於網絡平台建設,又在網絡平台完善中得以擴展和深化,從這個角度來講,司法網絡公開工作的歷程,深刻體現在網絡平台建設的歷程之中。根據平台建設主體、使用主體和功能的不同,筆者將目前我國法院系統開通的網絡平台分爲獨立性網絡平台和統一性網絡平台。本文所稱獨立性網絡平台,是指獨立創建並且其功能僅供一方主體使用的網絡平
As an information disclosure work, the open reform of the judicial network must be attached to a certain network platform. Since 2005, along with the reform of the open system of judicial networks, the court system in our country has been continuously building and perfecting the network platform. Judicial network open reform work not only started in the network platform construction, but also in the network platform to be expanded and deepened, from this perspective, the process of open work of the judicial network, embodied in the process of network platform construction. According to the main body of the platform construction and the different use of the main body and function, the author divides the network platform that our country’s court system opens up into the independent network platform and the unified network platform. The term “independent network platform” as used herein refers to a network platform that is created independently and whose functions are only used by one party.
