会仙湿地是桂林市“十二五”规划确定的城市建设战略重点之一,但广西湿地保护地方立法的欠缺给会仙湿地保护的有效、有序开展带来极大缺憾,亟需加快广西湿地专门立法步伐,确立湿地生态保护优先、合理利用的立法理念,明确湿地保护范围和保护重点,通过法律手段强化湿地生态系统的保护力度,实现环境、经济和社会的可持续协调发展。
Huixian Wetland is one of the key strategic points of urban construction as determined by the “Twelfth Five-Year Plan” of Guilin City, but the lack of local legislation on the conservation of wetlands in Guangxi has brought great shortcomings to the effective and orderly development of Huixian Wetland Protection. Accelerate the pace of Guangxi wetland special legislation, establish the legislative concept of priority and rational utilization of wetland ecological protection, clarify wetland protection scope and protection key points, strengthen the protection of wetland ecosystem through legal means, and achieve sustainable, coordinated development of environment, economy and society.
