九十年代以来,国企改革在企业制度创新上作了深入的探索,实践证明,建立以所有权与经营权分离为特征的现代企业制度,才能真正构建社会主义市场经济体制的微观基础。正如国务院发展研究中心陈清泰副主任在本期特稿中所谈的,所有权与经营权分离的公司制度既可以使国家保持对投资的最终所有,又可以使企业成为独立的市场主体,这就为国有经济与市场体制结合开辟了可行的途径,同时也可以解决传统国有企业走向市场的一系列体制性问题。
Since the 1990s, the state-owned enterprise reform has made an in-depth exploration on the innovation of the enterprise system. Practice has proved that the establishment of a modern enterprise system characterized by the separation of ownership and management rights can the micro-foundation of the socialist market economic system be truly constructed. As Chen Qingtai, deputy director of the Development Research Center under the State Council discussed in this special issue, the company system of separation of ownership and management can both enable the state to maintain its ultimate ownership of the investment and enable the enterprise to become independent market players. It has opened up viable channels for the combination of state-owned economy and market system and also can solve a series of institutional problems of traditional state-owned enterprises going to the market.
