山西省人民政府成立一年多以来,在毛主席与中央人民政府的领导下,程子华主席、裴丽生和王世英副主席,忠实地执行了山西人民的付托与山西省第一届各界人民代表会议的决议。邓初民副主席虽因病未到职,但他对全省各方面的工作,是极为关怀的。现在,我们全省各级人民政府,已经具有了相当的规模。各方面的工作,已经打下了良好的基础。特别是由于全省各界人民的优秀代表,和省协商委员会诸位先生的努力。以及全省各级人民政府全体干部的辛勤工作,人民民主制度已经在全省范围内初步建立起来了。当然?目前我们所面临的国际国内的政治形势,要求我们百倍地巩固我们的伟大祖国,要求我们百倍地加强军事的、政治的、经济的、文化的建设事业。这就是说。摆在我们面前的历史任务,是此过去任何时期更为艰巨的。
