中国房地产一如中国经济,被人们赞为经济奇迹,用十几年的时间走完了西方国家上百年的发展道路。但在过快的经济积累背后,制度及一系列行业规范的不健全,令迅速崛起的中国地产注定是一个满身恶疾的巨人。市场混乱、房价格虚高、建筑物质量水平不高、欺诈现象严重、盲目投资、低水平运作等等积弊制约了中国房地产更快、更健康的发展。于是,近两年来国家对房地产业狠招迭出。从2003年的央行121 文件到今年的国土资源部71 号令,从宏观调控到10月29 日的加息。还未在“8.31大限”中喘息过来的地产商又迎来了一次当头棒喝。 从政策的连续性与猛烈程度来看,政府是真的动了“肝火”。多年来房地产存在的诸多积弊以及由此引起的广泛的社会批判,已经令政府痛下决心对曾经给国民经济作出巨大贡献的房地产业进行大力度外科手术式的整治。宏观政策变了、游戏规则变了、企业的生存环境也变了,于是中国地产被推到了一个变革的路上。在一系列的变革之下,房地产界真正地震了,小企业逐渐淡出、许多企业开始了“上山下乡”,但更多的是企业之间的兼并整合、合纵连横。在政策变革的催生下,地产界风烟已起,而且从此将战火不断。在变局之下,中国地产将去向何方?地产企业将何去何从?中国地产能否实现产业升级?……于是,本期我们 As China’s economy, China’s real estate has been praised for economic miracle by its people. With more than a decade, China’s real estate has completed the centuries-long development path of western countries. However, behind the rapid economic accumulation, the system and a series of industry norms are not sound enough that the rapid rise of China’s real estate is bound to be a gruesome man with ailments. Market chaos, high housing prices, poor quality of buildings, serious fraud, blind investment, low-level operations, and other shortcomings restrict China’s real estate faster and healthier development. As a result, the past two years, the real estate sector relentlessly after another. From 2003, the central bank 121 documents to the Ministry of Land and Resources 71 this year, from macro-control to October 29 to raise interest rates. Property developers who have not rested in the “8.31 deadline” usher in a mess. Judging from the continuity and severity of the policy, the government is really moving “anger.” The many shortcomings in real estate over the years and the resulting widespread social criticism have caused the government to make a determined effort to rebuild the real estate industry, which has made a huge contribution to the national economy.
