各縣旗長: 我省已安置移民六萬餘人,雖然一般的生活、生產初步有了基礎,但家底仍極空,而且恰逢災年,移民開荒地大部瞎了,因此如何領導這六萬移民生產救災,是個極嚴重問題,必須加以注意。事實證明領導上切實注意,能發揮其勞力,移民生活困難即初步得到了解决,如嫩江三區古城村。另有的不加注意或沒有信心被困難嚇倒,沒有及時組織移民生產自救,移民生活困難,即未有及時得到解决。附去‘檢查北安、訥河、德都、嫩江四縣移民情况’一份供作參考。
