创新能力,对个人而言,是可以创造个人财富、提升个人工作水平的重要能力;对国家的文化建设而言,是文化人才队伍建设的重点,是振兴文化产业的关键,也是文化强国的重要途径。受思想观念陈旧、人才流动不畅、人才考核制度不完善等因素的制约,我国文化人才的创新能力有所欠缺,限制了我国文化“软实力”的提升。要提升文化人才队伍的创新能力,促进文化大发展、大繁荣,必须从观念、培养模式、体制机制等方面进行改革,创新人才队伍建设的思路、途径和体制机制。
