20世纪30年代,在革命的时代氛围中,南京国民政府曾掀起一场公文革命。政府官厅的革新举措已经涉及公文程式的诸多层面,其革新方向也体现出科学化的现代精神。然其革命的力度,在知识分子眼中犹嫌不够,他们对于公文革命的讨论方案相对深入,已经触及到公文的根本。边区政府的公文革新思想与南京政府有着高度的一致性,但其敢于打破历史的藩篱,另起炉灶自创新格,革新的深度与成绩都胜于南京政府。
In the 1930s, in the era of revolution, the Nanjing National Government set off a document revolution. The reform initiatives of the government mansion have involved many aspects of the official document program, and the direction of their innovation also reflects the modernized spirit of science. However, the strength of its revolution is not enough in the eyes of the intellectuals. Their discussion on the revolution of the official document has been relatively in-depth and has reached the root of official documents. The revolutionary ideas of the official documents of the border area government have a high degree of consistency with the Nanjing government. However, they dare to break the historical barriers and reinvent themselves to create new ones with more depth and achievements than the Nanking government.
