农村社会和谐的构建关键在于村民自治的健全和完善。村民自治作为一项制度创新,它要在旧的体制中生存和发展必然面临许多矛盾和问题。为此,在构建和谐的农村社会中,要解决好乡镇政府与村民自治主体、村“两委”之间存在的矛盾;要充分发挥村民自治的作用;要从制度和体制的层面理顺和协调好乡镇政府与村民自治主体之间、村“两委”之间的关系,积极促进村民自治的健康发展。
