一淮河中游历来是淮河治理中排水矛盾最集中的河段。其中正阳关至洪泽湖流域面积为8.86万至12.03万平方公里,淮河的主要支流都已汇入,洪水来量大,河道泄量小。该河段受洪泽湖水位的顶托,比降平缓,加上右岸是一系列行洪区,左岸又有淮北大堤的限制,很难用一般挖河的方法来扩大泄量。在历次治淮规划中曾研究过各种扩大淮河中游泄量的方案,包括抬高设计洪水位、加高淮北大堤,淮河切滩退堤、裁弯取直,开辟新的蓄洪区,及开挖淮北分洪道等。
The middle reaches of the Huaihe River have always been the most concentrated drainage section in the Huaihe River. Among them, the area from Zhengyangguan to Hongze Lake watershed is 886,000 to 120,300 square kilometers. The major tributaries of the Huaihe River have all been re-introduced. Flood floods are large and discharges from rivers are small. The section of Hongze Lake by the water level of the top care, the lower than flat, with the right bank is a series of floodplain, the left bank of the Huaibei embankment restrictions, it is difficult to dig the general way to expand the amount of discharge. In the past Huaihe River planning have been studied various ways to expand the amount of the Huaihe River discharge, including raising the design flood level, raising the northern embankment of Huaibei, Huaihe cut off the beach, cut straight, open up new flood storage area, and open Dig Huaibei Fengyuan Road and so on.
